SUPPORT THE ARTS - GRANT PROGRAM

Are you a non-profit arts and/or culture organization in Glendale with 500 or fewer employees?
You may be eligible to receive up to $15,000 in the Support the Arts Grant Program funded by Measure S funds!
OVERVIEW
The Support the Arts Grant program offers grants to non-profit, Glendale-based arts and/or culture organizations for working capital, i.e., capital that can be used for day-to-day operating expenses. Examples of what the Support the Arts Grant funds may be used for include:

Employee payroll;

Business rent;
-
Employee sick time payroll;
-
Day to day expenses to continue operations;

Outstanding business expenses; or
-
Adaptive business practices needed to remain open.
Arts and/or culture organizations may be eligible for a grant award depending on its total operational costs based on the following tiered scale:

Tier 1: $2,000,000 + (eligible for up to $15,000 grant award)

Tier 2: $500,000 - $2,000,000 (eligible for up to $10,000 grant award)

Tier 3: $0 - $500,000 (eligible for up to $5,000 grant award)
ELIGIBILITY
Non-profit arts and/or culture organizations are encouraged to apply for this Grant. Organizations may apply if they meet all of the following eligibility criteria at the time of the application’s submission:
A. Organizations Eligible for the Support the Arts Grant

My organization’s primary mission is to provide arts and/or culture programming, as demonstrated by more than 50% of the organization’s budget devoted to arts programming.

My organization’s primary programming (80% or more) takes place in the City of Glendale.
-
My organization’s principal place of business is located in the City of Glendale, which can be confirmed by providing a Glendale-based mailing address.

My organization has one or more employees who receives a salary or other compensation paid by the organization.
-
My organization has been in operation for at least six (6) months as of July 1, 2020.
-
My organization has 500 or fewer employees, including myself.
-
My organization can provide evidence that it was impacted by COVID-19 (25% or more loss in revenue) through a hardship statement.
-
My organization can provide evidence of its tax exempt status.
-
My organization has already applied for or received assistance from Federal COVID-19 Pandemic funding programs (PPP or EIDL).
-
My organization has already applied for or received assistance from City of Glendale COVID-19 Pandemic.
B. Organizations Not Eligible for the Support the Arts Grant

Organizations who have previously applied for the Support the Arts Grant during Funding Round #1 (September - October 2020) are ineligible to re-apply for additional funding.

Organizations whose primary mission is to raise funds.

Financial businesses or organizations primarily engaged in lending, such as banks, finance companies, and factors (including pawn shops).

Life insurance companies.
-
Organizations located in a foreign country (organizations in the U.S. owned by resident aliens may qualify if they meet qualifications).
-
Pyramid investment or sale distribution plans.
-
Organizations deriving more than one-third of gross annual revenue from legal gambling activities.
-
Organizations which have filed for bankruptcy as a result of the COVID-19 Pandemic.
-
Organizations engaged in any illegal or unlawful activity under Federal, State, or City laws or regulations.
-
Organizations whose owners are delinquent in any Federal, State, or City taxes.
-
Organizations which are not open to the public, private clubs, and organizations which limit the number of memberships for reasons other than capacity.
-
Government-owned entities (except for organizations owned or controlled by a Native American tribe).
-
Organizations principally engaged in teaching, instructing, counseling or indoctrinating religion or religious beliefs, whether in a religious or secular setting.
-
Loan packagers earning more than one third of its gross annual revenue from packaging SBA loans.
-
Organizations with a principal or an associate who is incarcerated, on probation, on parole, or has been indicted for a felony or a crime of moral turpitude.
-
Organizations which present live performances of a prurient sexual nature; or which derive directly or indirectly more than de minimis gross revenue through the sale of products or services, or the presentation of any depictions or displays, of a prurient sexual nature.

Organizations whose primary mission is not arts related (e.g., social service, religious, education, or health organizations).
-
Organizations with an accumulated deficit of more than 20% of their total operational expenses for two or more years.

Individual artists.
TENTATIVE TIMELINE

Application Submittal Opens for Funding Round #2 January 8, 2021, at 10:00 a.m.

Application Submittal Closes for Funding Round #2 February 19, 2021, at 5:00 p.m.

Notification by City Within two weeks of the Application’s submittal

Grant Award Completion Within one week of notification
